service charge is 35 cents to connect to a numeric beeper, 40 cents to connect to an
alphanumeric beeper. The charge is billed to the caller's phone bill. Of course, the
calling person is given the option to disconnect without any charge.
The calling party pays in most
situations today. Why should it be different with paging?
